A program worthy only of junk yard | | RALEIGH The General Assembly's program-evaluation division has just recommended an end to North Carolina's system of mandatory safety inspections and emissions tests for automobiles. If lawmakers actually implement the recommendation, it would earn program evaluators on Jones Street the undying admiration of motorists across the state. (Saturday, Jan. 3, 2009)

Numbers, the good and the bad | | It is very telling that when I want to escape the world, I do it with my little friends from my childhood, numbers. Whether philosophical or just in need of knowing that I am with something that understands me, I can spend hours in games and puzzles that manipulate, turn, contort and generally give life to the 10 little digits. Looking back at Stallings in 2008 | | Highlights of 2008 for Stallings include the opening of Stallings Elementary School, Spring Hill Project 365, continued Green Initiatives, and implementation of the long awaited Granicus program. Stormwater fees were cut in half and the property tax rate was reduced to .2136 per hundred. That means a home valued at $200,000 paid $72.80 less than with the previous rate of .25. With the slowdown in development, council was also able to focus attention on development of needed policy and infrastructure plans. (Wednesday, Dec. 31, 2008)

World is poorer place with passing of pair | | In the finest tradition of Auld Lange Zyne I've long used my last column of the year to lift up the life of someone special who passed on during the year. A preview of 2009 | | Once again, as media outlets take a special look back at events that shaped the previous year - really an opportunity for journalists to write a bucket-load of year-in-review stories in advance and spend a week or two polishing their resumes and looking for a more inviting career path, like bomb-disposal technician - I instead choose to use my super powers to predict what lies ahead in 2009. Technology transforms free expression | | Welcome to 2009 and to the era of First Amendment 3.0. First Amendment 1.0 was the time of origination, when the Founders debated, discussed and eventually created in 1791 a statement the first 45 words in the Bill of Rights that both declared and protected freedom of religion, speech and press, and the rights of assembly and petition. Prepare for fiscal downpour | | RALEIGH In the week leading up to Christmas, North Carolinians saw gray skies and dodged a steady drizzle not exactly the makings of a merry holiday. Do banks need a backup? | | Banks have lost billions of dollars in the past year and cut thousands of employees. At the same time, the federal government - which really means you and me as taxpayers - has put billions of dollars into the banking system to limit losses and prevent a widespread banking collapse. Letters to the Editor | | In an editorial on a recent Saturday, columnist John Hood touted the success of two old style charter schools that use phonics-based methods and a broad, classical curriculum. Noting that charter schools are forced to manage with lower budgets that public schools, he brags that the students in these two schools score higher than those in public schools on end-of-grade tests. This pattern holds true for students in all socio-economic groups, whether affluent or poor. Mr. Hood's point is that competing schools with conservative traditional curricula provide more bang for the buck than public schools. These conservative schools take on students from equally advantaged or disadvantaged backgrounds as the public schools and whip the public schools in every group. (Sunday, Dec. 21, 2008)

Probation system is a mess | RALEIGH - Who does Mike Easley think he's fooling?

Lowering standards is not the answer | | INDIAN TRAIL - It's been a rough couple of weeks for education in our region. If we don't get a hold of this thing, the consequences could be severe. Charters deliver for at-risk kids | | RALEIGH -- In a revealing example of Alexander Pope's observation that a little learning is a dangerous thing, some left-wing politicians and activists in North Carolina seem to believe that because family structure and income exhibit a persistent correlation with student achievement, significant education progress is impossible without massive social programs or income redistribution.
