Rezoning is on Commissioner's agenda

The Union County Board of Commissioners meet Monday a public hearing on a rezoning request for residential development and an proposed land use amendment for the purposes of federal and state road construction.

Commissioners will hold a public hearing on a request to rezone 105 acres on N.C. Highway 84 and Airport Road in Monroe. The land, owned by Frank and Alison Howey, is currently rezoned R-20. The Howeys request that the zoning be changed to Planned Unit Development (PUD) 14.

"The PUD 14 district is designed to combine the characteristics of three zoning districts, R-10, R-6 and B-2," agenda materials state. "R-10 (10,000 square foot lots) districts are to accommodate single-family residential at medium densities. R-6 (6,000 square foot lots) districts are designed to accommodate single-family, two-family and multi-family developments at higher densities. B-2 (community business) is designed to accommodate smaller scale commercial development in rural areas."

The petition was heard by the Union County Planning Board July 1. Its members voted 5 to 2 to recommend denial of the request. Planning staff advised the petition does not conform to the county's adopted land use plan of 1 to 2.5 housing units per acre and no commercial development.

The commission will also take up a proposed amendment to add a land use text amendment allowing petitioners to request permits for storing materials or equipment for building federal and state road projects. In February, Union County issued a violation to Boggs Paving Inc. for stockpiling dirt in preparation to construct the Monroe Bypass. Boggs Paving officials petitioned the county for an amendment to the county's land use plan allowing a petitioner to request permits for that use.

Planning staff presented two options to commissioners last month. The first was favored by planning staff and would require the decision of county boards. Boggs Paving officials favored a method where the request was approved or denied by planning staff.

The Union County Board of Commissioners meet 7 p.m. Monday in the Union County Government Building.
