Council turns down teen center plan

The Monroe City Council voted Tuesday night not to move into the design phase for teen center in the Winchester area. Instead, they voted to use the budgeted $200,000 for improvements needed in the existing buildings in the neighborhood.

Harris Teeter to expand distribution center
